MGM allows non-hotel guests to enjoy their pools Monday-Thursday for a small price. There are also a few pools that have no entrance fee, like at Planet Hollywood and Downtown Grand. But keep in mind, every pool has its own rules, and they monitor the capacity to ensure the safety and enjoyment of their guests. If the hotel allows non-guests access, then you can easily pay to get into a different hotel pool. Just make sure to double-check the hours of when non-hotel guests are allowed because it can vary from hotel to hotel.
